State of the Province Address - Honourable Speaker, informed by the overwhelming mandate we
received on the 22nd of April 2009, we announced to this House a
Provincial Strategic Framework which outlined priorities for this term.
This framework focused on addressing the core structural challenges
we face including the structural weaknesses in our provincial economy
characterised by a weak primary sector, spatial imbalances and
continuing uneven development, poverty and unemployment; capacity
constraints within key service delivery departments and municipalities;
and growing demand for Government intervention against the signi cant
